校長給境外生的一封信 President’s Message to Foreign Students

各位家長暨同學大家好:

    大家期盼了好久,終於等到了好消息。8月24日起政府開放了所有外國籍與大陸籍學位生來台就學。這是我和大家期待已久的一刻,從現在開始我們即將在銘傳校園相遇,師長和同學都熱切歡迎你們返校。由於境外學位生來台必須先取得有效入台證件(如簽證、居留證或入出境許可證),加以目前國際航班尚未全面恢復營運,且同學必須事前預訂合適檢疫場所完成居家檢疫。根據學校先前辦理境外學生入台的經驗,從申請、核准到居家檢疫都需要一段時間,因此愈早辦理就能愈早入境返台。但從現在開始申請,預估返校上課的時間也已經超過開學日(9月14日)。因此學校已啟動安心就學措施,妥善安排註冊選課、修課方式、成績考核、請假與復學、輔導協助機制。我已請學校相關單位立即將詳細資料提供同學參考。

    我要提醒同學,即使不能在開學日前返台或入校上課,都應該先註冊完成選課,就可以開始上課學習。由於境外學生來台須完成14天居家檢疫,本校會協助同學事先洽妥學校的防疫宿舍或民間的防疫旅館。同學一下機,學校就派有專人接機,備妥防疫巴士或計程車,直接送至檢疫場所,也有專人協助辦理入住手續,並提供檢疫手冊與防疫生活包。同學入住檢疫場所,學校都會進行居家檢疫關懷,隨時瞭解同學的生活與健康狀況。如有任何問題或不適均會有專人協助。請同學和家長放心,不要擔心居家檢疫可能造成的不便與安全顧慮,截至8月24日為止,學校已接待了177位境外學生居家檢疫,每一位同學都平安健康,而且已有50餘位同學完成檢疫回到學校宿舍。

    這段期間,疫情打亂了大家的生活,目前臺灣已安全無慮,正好讓我們恢復往日正常的大學生活。我和大家一樣都覺得有一種苦盡甘來,重獲新生的感覺。同學在返校上課前,一定還會有一些不便和等待,希望大家有問題就和學校相關單位聯繫,銘傳的師長、同仁都會用心為你服務,我們期待與你相會。耑此

Dear Students,

I hope that this message finds you well during these difficult times.

I am writing to share good news on the situation concerning degree-seeking foreign students to Taiwan. According to the announcement of the ROC Taiwan government, updated on August 24th, border restrictions are lifted for degree-seeking students from all countries and from Mainland China. This is the moment we have been waiting for in light of the current COVID-19 situation.

To enter Taiwan, foreign students must acquire a valid permission, such as visa, ARC or entry permit. Although international flight operations are yet in full capacity, students are strongly advised to reserve in advance facilities designated for 14-day quarantine purpose. Given that it may take some time to apply for a visa, obtain permission, and arrange quarantine facilities, it is better to make preparations earlier. Despite the new semester approaching, i.e. September 14th, faculty and staff at Ming Chuan will support you as much as possible and remain in regular contact by email, through our internal communication platform and via social media. Students will be fully guided through the registration procedures, online learning and evaluation, as well as tutoring mechanism. Detailed information will soon be available.

I would like to remind students to complete registration and start attending online courses as the new semester begins on September 14th. With regards to 14-day quarantine requirement, Ming Chuan will continue to assist students on communicating with quarantine facilities, arranging transportation, providing quarantine package and related matters. During the quarantine period, students should remain in close contact with Ming Chuan faculty and staff, and keep track of personal health conditions on a regular basis.

So far, 177 foreign students have returned and all are in good health condition. Among them, 50 students have completed the quarantine successfully and moved into school dormitories.

The COVID-19 situation continues to influence us all. Taiwan is relatively a safe place to stay and we are now rapidly moving back to our regular routines. I would like to assure you that Ming Chuan is committed to helping all students and offering support by all means, in order to reduce the disruptive impact of the global COVID-19 outbreak.
